[vpn] VPN management

The minimal initial configuration required is to first configure the Service
   Provider's VPN database with the CE device to be part of a well-
   defined VPN. Further device provisioning can be achieved through the
   management channel.

   For the purpose of CE device configuration, the Service Provider will
   maintain a VPN database per VPN customer. The exchange of information
   between the SP's VPN database and the targeted CE-devices is achieved
   using an information exchange/configuration protocol such as LDAP,
   SNMP, COPS, XML/HTTP etc. We will call this protocol 'the management
   protocol' throughout the rest of this document.
